On OTM Version, 6.0, Find that bulk planning a set of orders does not multistsop shipment and all of the orders plan direct.
When merging the shipments together, the shipments are combined to make a multistop shipment which shows that the route/rate for this plan is feasible
EXPECTED BEHAVIOR

Expect that the Multistop plans at the first point
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Bulk plan a set of orders and see that orders fail to plan to a Multistop shipment
2. Manually merge the shipments that were not consolidated and see that the Multistop shipment is built
