Bulk Plans Set To Run From A Recurring Process Do Not Run. (Doc ID 1066769.1)

On OTM  a Bulk Plan is set to be run as part of a Scheduled Process each night, however it does not run.

Expect the scheduled process to work correctly and run at the preset time.

The issue can be reproduced at will with the following steps:
1. Create a Saved Query to select the Orders to be planned.
2. Set up a Recurring Process, using the Saved Query and enter a time for it to be run.
3. Wait for the preset time to pass and note that the Bulk Plan did not run.

The issue has the following business impact:
Due to this issue the Bulk Plan is not run overnight and Shipment have not been planned for the start of the planners shift.
The idea is for Bulk Plan to run over night so that the results are ready first thing in the morning.
