What is the Date Assumed when the "Date Deliver By" Date is Not Populated in the RIQ Screen?

Symptoms
On OTM Version 6.1 when running an RIQ with no Deliver by date no results are found. Once the Deliver By date is populated results are found.
EXPECTED BEHAVIOR
-----------------------
Expect the fact that there is no Deliver By Date to mean any Deliver By Date is acceptable.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run an RIQ in OTM with no Deliver Date,
2. See not results are returned.
3. Re-run the RIQ and populate the Deliver By Date.
4. Note that results are returned.
Note: This is replicated when teh results to be returned exist and involve the use of Schedules.
