Rate Preference Not Working As Expected When One Mode Has Rate Preference Set and Another Not. (Doc ID 1069036.1)

Symptoms

On 5.5.03.06 when there are TL rates set as Preferred Rates and cheaper LTL rates that are not preferred the more expensive TL rate is being selected when planning is carried out with USER RATE PREFERENCE = 2 (Use rate Preference If available).

EXPECTED BEHAVIOR

Expect OTM to find the cheapest of the preferred rates, the cheapest of the non-preferred rates, and use the cheapest of those two.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1 - Log onto an OTM 5.5.03 system

2 - Create a new Planning Parameter Set
Navigate to: Transportation Planning and Administration > Power Data > Planning > Planning Parameter Sets.

3 - Create the following:
ID: 1234
Auto Calc: On
USE WEIGHT PREFERENCE: 2

4 - Set the Planning Parameter to be the Domain default.
Navigate to: Configuration and Administration > domain Management > Domain Settings > Set the Planning Parameter Set ID : 1234.

5 - Navigate to: Contract and Rate Management > Contract Management > Rate Offering.

6 - Create the following Rate Offering for TL
ID: 1234_1
Type: TL
Transport Mode: TL

7 - From the Rate Offering create a Rate Record.
ID: 1234_1
Location to Location
100 USD per Shipment

8 - Navigate to: Contract and Rate Management > Contract Management > Rate Offering.

9 - Create the following Rate Offering for LTL
ID: 1234_2_LTL
Type: LTL
Transport Mode: LTL

10 - From the Rate Offering create a Rate Record.
ID: 1234_2_LTL
Location to Location
50 USD per Shipment

11 - Set up Rate Preference.
Navigate to: Contract and Rate Management > Contract Management > Rate Preference > New, create the following:
ID: 1234
Perspective: Buy
Lane ID: 180574417 (Which covers the loc to loc).
Rate Offering ID: 1234_1

12 - Switch off all Rate Offerings other than those created here.

13 - Create two Order Releases:
1234_1
1234_2

14 - Plan Order Release 1234_1 via: Actions > Create Buy Shipment > Direct.

15 - The Order is planned onto a Shipment, at a cost of 100 USD, the Preferred TL Rate has been used.

16 - Planned Order Release 1234_2 via: Actions > Create Buy Shipment > Bulk Plan - Buy.

17 - The Order is planned onto a Shipment at a cost of 100 USD using the TL Rate.

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot configure TL rates so that if TL is use it is a preferred rate but if LTL is cheaper LTL will be used.
