WIP Assembly Completions Fail in Transactions Open Interface When Having Push Serialized Components (Doc ID 1069392.1)

Symptoms

When using mtl_transactions_interface to perform WIP Component Issue and WIP Assembly Completion for jobs, completion transaction fails with the following error message:

When worker runs, both issue and completion records reside in mtl_transactions_interface. WIP Component Issue is processed, completion remains in the table with the error message.

However if resubmit afterward completion transaction completes fine. It is a timing issue.

Tried with different scenarios, the error message appears when the job contains serialized component.
Even when ALL components have Push supply type, so no backflush happens.
