Symptoms

In Oracle iProcurement on Release 12.0 or 12.1.1,  when attempting to load catalog, the following error occurs.

What is working

Users can manually enter the catalog item to the agreement.

Steps to Reproduce

1. Log in and select Purchasing Super User
2. Navigate: Agreements > Update Add Lines via Upload.
3. Select Text file to upload.
4. One line in Uploaded text file , created from downloaded resources.
