On OTM Version, 5.5.05.06, Find that moving an order using the Simulate option fails but moving the order to a shipment using AutoSequence works for the same order

Expect that the Simulate option behaves the same way as Auto Sequence

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create two orders going from the same source to the same destination
2. Plan order 1
3. Select Order 2 and initiate the Action - Create Buy Shipment - Move Order to Existing Shipment - Choose Select Shipment - Provide the Shipment ID, choose Simulate and click Submit. The Move fails
When choosing the AutoSequence instead of the Simulate option, the move works
