Symptoms
On OTM Version 6.1, When using the RBI, Stop EMPTY equipment Available PCT, the Cost of a Shipment is not being calculated correctly as it seems to calculate the cost twice per stop
Expected Behaviour

Expact that the cost is not calculated twice
Steps to Reproduce
-------------------
1. Set up Location Asset Inventory and set the buckets in Fleet Equipment Logic Configuration
2. Plan an Order uising a Rate that uses the RBI, "Stop EMPTY equipment Available PCT" and see that the cost is calculated twice
