"Set Operational Locations" Action Fails When Shipment includes a Depot

Symptoms
An itinerary is configured with a DEPOT PROFILE. After a shipment is created that includes depot stops, the action: Change Shipment Details -> Set Operational Locations is attempted. This fails with the following Exception:
If the itinerary is updated to remove the DEPOT PROFILE, this error is not encountered and the actions runs successfully.
