Update Field Screensets On User Role Results In Update Of All Users With No Role (Doc ID 1072844.1)

Symptoms

On OTM Version 5.5.05.06 when adding a Field Screen Set to a User Role the setting is not applied to the Role but is applied to all Users who have no Role associated to them.

EXPECTED BEHAVIOR

Expect the setting to be added to the role only.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1 - Log onto an OTM 5.5.05 system as a User with no Role associated to the User.

2 - Navigate to: Configuration and Administration > User Configuration > Manage User Access.

3 - Click on Edit User Access

4 - Set User Access Type: Field Screen Set

5 - The screen displayed showed no data (which is correct).

6 - Navigate to: Configuration and Administration > User Configuration > Manage User Access.

7 - Click on Edit User Access

8 - Set User Access Type: Field Screen Set

9 - Set User Role ID as needed.

10 - Clicked on Edit User Access

Set Query ID: Set as needed
Set Screen Set ID: Set as needed

11 - Click Save

12 - Click Finished

13 - Navigate to: Configuration and Administration > User Configuration > Manage User Access.

14 - Click on Edit User Access

15 - Set User Access Type: Field Screen Set

16 - The screen displayed shows the value that was added to the Role, however the user is not linked to the Role that was updated.
