Consumption Transaction Records Are Not Being Processed (Doc ID 1073116.1)

Symptoms

Records in the mtl_consumption_transactions table are not getting processed by the create consumption advice program. After running the consumption advice program, the 'N' records were not processed but the Batch ID was getting updated in each run.

This issue has also been reported as Create Consumption advice is failing with error INV_CONSUMPTION_ADVICE_PROC: -1427 : ORA-01427: single-row subquery returns more than one row.
