ORA-01422 When trying to Query and Update User Information in FNDSCAUS form (Doc ID 1073498.1)

Symptoms

On Oracle Applications Instance, when trying to query a user in "Security: User > Define" form (FNDSCAUS), the following error occurs.

Error
------------
ORA-01422: exact fetch returns more than requested number of rows.
FRM-40735: POST-QUERY trigger raised unhandled exception ORA-01422

Steps to reproduce the issue
------------------------------------
1. Login to Oracle Applications.
2. Select "System Administrator" responsibility.
3. Navigate to "Security: User > Define"
4. Query any user and it will fail with above error.
