Incorrect Stops Re-sequence Result When Stops Number is >=10

Symptoms
On OTM Version 6.0.3, When attempting to re-sequence stops on a Shioment that has stops moe than or equal to 10, Incorrect stops re-sequence results.STEPS

The issue can be reproduced at will with the following steps:
1- Create an Order release from Madrid to Minsk with the following stops in between.
2- Use a planning parameter set with the following multistops parameters.
* MULTISTOP USES LIFO PICKUP DROPOFF = FALSE
* MULTISTOP ALLOW PICKUP AND DROPOFF AT SAME STOP = TRUE
* MULTISTOP SEQUENCING ALGORITHM = 3.3-OPT
* MULTISTOP SEQUENCING ALGORITHM FOR HIGH STOPS = 3.3-OPT
* MULTISTOP SEQUENCING ALGORITHM FOR LOW STOPS = 3.3-OPT
* MULTISTOP SEQUENCING HIGH STOPS MINIMUM = 11
* MULTISTOP SEQUENCING LOW STOPS MAXIMUM = 4

2 O TORINO
3 O CREMONA
4 O MODENA
5 O PARMA
6 O BRESIA
7 O BREMEN
8 O BERLIN
9 O MOSCOW
10 D MINSK
3- Re-sequence the stops and move stop 3 (CREMONA) to stop 2.
