### Reason current product functionality is insufficient. ###

The client has rates for multiple modes/carriers/etc. that use Regions to establish the lane on the rate records. At times, the regions have Region Details that are added but must only take effect/expire at certain dates.
The effective/expiration dates would respect the shipment's start_time

### Detailed description of the Enhancement Request. ###

 Request the ability to specify effective and/or expiration dates for each Region Detail. OTM should adhere to those effective and expiration dates as related the start_time of the shipment being rated when the region
is used to define the Rate Record lane.

### How the product can be changed to achieve the desired result. ###

The effective/expiration dates should be added as fields for a Region Detail record. The code should be updated to adhere to those dates with respect to Rate Offering lane definition and shipment start_date during the rating process.

### Reasons to consider the Enhancement Request. ###

In order to facilitate this requirement in existing functionality, the user must create a new version of the region and "split" the affected rate record-one that uses the old region and one that uses the new region. The Rate
Record's effective/expiration dates would then allow for the correct region to be used.

### Business impact if the Enhancement is not considered. ###

If the client has to manage the region changes by date using the method described above, this creates duplicates rate records and can be very difficult to manage.

### Description of the business flow that is affected by this Enhancement ###

This affects the Procurement/Rate Management business flow.
