Symptoms
When attempting to create a applicant, the following error occurs.
APP-PER-289974: There has been an error processing this person.
The error encountered is
'ORA-20001: HZ_API_OTHERS_EXCEP: N, ERROR,
ORA-06508: PL/SQL: could not find program unit being called', which occurred in procedure per_hrtca_merge.create_tca_person at step 5.

STEPS
--------
The issue can be reproduced at will with the following steps:
1. Login to HRMS Manager
2. Navigate to Enter and Maintain
3. Press 'New' button to create new applicant
4. Enter applicant details - name, DOB
5. Select Action as "Create Applicant"
6. Select Person type as Applicant.
7. Press Save button.
