iSupport Flexfield: Error 'Value Set Has An Incorrect Validation Type (U).' (Doc ID 1075312.1)

Goal

In iSupport, after selecting the a Context  for the Service DFF, users get an error.

There are Value Sets defined for some segments, which work fine.
However, there is a Segment which has a Value Set that is referencing a custom Key Flexfield.
Setting the Validation Type to 'Special' generates the problem in iSupport.

* Error:
  "<Context Name> : The data that defines the flexfield on this field may be inconsistent.
   Please inform your system administrator that the value set YOUR_VALUESET_NAME has an incorrect validation type (U)."

The same DFF works fine in the Service Request form (CSXSRISR.fmb).
