RIQ not Working for FEDEX GROUND via Kewill (Doc ID 1076180.1)

In OTM, RIQ does not work, as Kewill is not returning transit time for FEDEX GROUND 

The following error is found in the log:

Steps:

1. Run RIQ for FEDEX_GROUND parcel service, using Kewill

2. No rates are produced
