Error APP-PAY-07092:Action is Invalid for the current record, while opening an Assignment Form (Doc ID 1076448.1)

When attempting to open assignment record details for some employees,
the following error occurs.

ERROR

APP-PAY-07092: This action is invalid for the current record.


STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Navigate to XX HR Manager -> People -> Enter and Maintain (Opens Find Person window)
2. Enter a persons full name, Click Find Button (Display person details in People form)
3. Click Assignment button
4. Receive Error: 'APP-PAY-07092: This action is invalid for the current record.'
