Two Instead Of One Ship Unit Added Via Shipment Action 'Edit Quantities' (Doc ID 1077805.1)

Symptoms

When using the Edit Quantities action from the shipment screen and adding a new ship unit, the results is that 2 instead of 1 are added to the shipment.

### Steps to Reproduce ###

Select a shipment and use the action -> Shipment Management -> utilities -> Edit Quantities

On the resulting screen: Set Propagate - None, the rest of the fields should be left as default values

Click Submit

Edit the shipment equipment and select 'New Ship Unit'

Enter some value for THU and weight

Select pickup and delivery stop

Save

Edit the shipment and look at the stop details (or equipment). You will notice that instead of one, 2 new ship units were created.
