Driver Assignment is not Allowed for Shipments with NON-FREIGHTED Stops

Symptoms
In 6.1 When attempting to assign a driver to a shipment which has NFR as the stop type on both stops, the following error occurs when attempting to assign a driver to the shipment:
ERROR

Shipment <shipment> has no freight equipment and is not eligible for Assign Equipment Type
STEPS
-----------------------
1. Log into OTM
2. Go to Shipment Management --> Equipment Management --> Equipment
3 Search for an Equipment
4. Go to Actions --> Fleet Management --> Inventory --> Equipment Repositioning
5. Enter information in the following:
Source
Dest
Servprov
6. Click OK
7. Note shipment was built
8. Clicked on the Shipment created (If you look at the stops tab, note both stops are NFR)
9. Go to Actions --> Fleet Management --> Assign --> Driver
10. Note the following error is received:
Shipment <shipment> has no freight equipment and is not eligible for Assign Equipment Type.
