XML Publisher Bursting Program Truncates Ampersand '&' Character from Email Addresses (Doc ID 1080971.1)

Symptoms

Bursting program truncates the '&' character from the EMAIL_ADDRESS data field.
Works for emails without '&'. The patch 7352374 is applied and did not resolve the issue.

Steps to reproduce:
Have an email address containing the character '&' in the XML data file, for example:
   "AB&CD@<email server>"

The same value is getting changed in the bursting log file to "CD@<email server>".
The bursting program is truncating the '&' and any character before it.
