Secure Resources Status Change Does Not Happen After Tender Time-Out (Doc ID 1083347.1)

Symptoms

When a Tender times out with no response from the client the Status of the Shipment is not updated to SECURE RESOURCES_NO RESPONSE

EXPECTED BEHAVIOR

Expect the status to be updated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1 - Log onto an OTM 6.0 system.

2 - Create an Order Release and plan it onto a Shipment.

3 - Add an Involved Party to the Shipment as Logistics.

4 - Set the Involved Party used to have 2 minutes to reply to the tender.

5 - Tender the Shipment

6 - The Tender email is sent and received.

7 - The Status on the Shipment is changed to SECURE RESOURCES_TENDERED

8 - The Cancel Tender email is sent and received.

9 - The status on the Shipment remains SECURE RESOURCES_TENDERED
