Manager Layout Next Button Not Working When The Grid Is Removed.

Symptoms
On OTM 6.1 when a Manager Layout has the Grid removed and the Manager Layout is used via the Menu buttons to click through to the next tab do not work..
EXPECTED BEHAVIOR

Expect the buttons to take hte User to the next tab.
STEPS TO REPRODUCE:
----------------------
1 - Log onto OTM 6.1
2 - Navigate to: Configuration and Administration > User Configuration > Manager Layout.
3 - Search for: LOCATION
4 - Copy this and create: location_no_contact_pref
5 - In the Detail Tab / Communication and Remarks tab delete the Contact Prefs grid.
6 - Click Finised.
7 - Create a screen set with the ID: location_no_contact_pref to use the new manager layout and added it to the menu.
8 - Log off OTM and log back on.
9 - Click on the new menu link of location_no_contact_pref.
10 - Search for a location
11 - Edit the location and click to the Communication and Remanrks tab.
12 - Click the button at the base of the page to go to the next tab and it will not go to the next tab.
