Symptoms
Shared HR
When user changes employee number (via Enter Person form - PERWSEMP)
ie. from XXXX/123 to XXXX/123/EX it take effect on form.
But when user tries to insert new person with number XXXX/123 they get an error: 'APP-PAY-07692: Employee Number already exists'.
Trying to find person with XXXX/123 number returns 0 rows.
expected behavior

expect to be able to reuse an employee number when it was changed in the past
additional information
-------------------------
customer found that in PER_ALL_PEOPLE_F table there is still an old record of the previous employee with number XXXX/123 and it should have number XXXX/123/EX.
