After Updating a Location RefNum, the Previous RefNum is Still Being Used

Symptoms
A Location RefNum was added to a Location for the use for Kewill FlagShip rating. This location is used for a Rate Lookup. It was then realized that the RefNum was incorrect.
Therefore the location is updated to correct the RefNum. Another rate lookup is performed. This time the previous RefNum is still referenced in the logs.
