Change Item Catalog Category (ICC) Does NOT Include All ICCs (Doc ID 1087847.1)

Specific Item Catalog Categories (ICCs) are NOT available in the list of values when attempting to move an item from one ICC to another.

What is working
Many ICCs are available.
Newly created ICCs are available.

ICC Creation
ICCs are created via the FORM (not PIM) using:
Inventory > Setup > Items > Item Catalog Groups

Steps to Reproduce the Issue
1. Development Manager > Item Simple Search
2. Find an item
3. Open the item
4. Choose 'Change ICC'

5. Search for available ICCs

6. The ICC desired is NOT in the list.
