How to Assign a Contract Administrator

When attempting to create a procurement contract the following message occurs.
A Contract Administrator is not defined
The issue can be reproduced at will with the following steps:
1. Purchasing responsibility.
2. Open the Purchase Orders window to create a new PO or query an existing one.
3. Click on Terms button.
Click on button Author Contract Terms.
The window opens: 'Standard Purchase Order XXXX, 0: Contract Terms'
Select contract template
4. Actions > select Validate from LOV. Click on GO.
Validation Results show:
Problem: Check Contract Administrator
Problem Details: A Contract Administrator is not defined.
Suggestion: Please assign a Contract Administrator
Due to this issue users cannot complete the contract.
