Nearest Interval Rounding Not Functioning Correctly (Doc ID 1089685.1)

Symptoms

On OTM Version 6.0, Find that when setting the Rounding on a rate offering to Nearest Interval, seeing that decimal values that have a 5 are not being rounded up but just left as it is. However if the decimal value is more than 5, then the rounding happens to the upper value

EXPECTED BEHAVIOR

Expect that the rounding up happens if the decimal value is 5 or more and not just when it is more than 5

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Rate offering with rounding set to Nearest Interval and rate cost that has a second decimal value that is 5
2.Plan an order and see that the cost does not get rounded up
