Duplicate Locations Shown in the Location Dropdown When Editing a Special Service on a Shipment (Doc ID 1091315.1)

When attempting to edit a Special Service which was just added prior to saving the shipment, the locations are duplicated in the special service location dropdown.

The issue can be reproduced at will with the following steps:
1. Log into OTM
2. Add a special service to a shipment
3. Click Edit on that special service
4. Note the locations in the dropdown are duplicated
