Symptoms
On OTM Version 6.1.1,When attempting to run the run_patch.sql as part of the 6.1 to 6.1.1 upgrade, the following error occurs.

cause.GC3ConnectionEstablisher.failed (driver=oracle.jdbc.driver.OracleDriver, url=jdbc:oracle:thin:@$dbserver$:$glog.database.port$:$glog.database.sid$)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade from 6.1 to 6.1.1 and run the run_patch.sql
2. See the error in the log
