When executing a sourcing annual contract scenario, the solution is not being generated immediately, but after a lengthy delay

Expect that scenario is solved immediately

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Scenario.

2. Attach Bid round to the Scenario

3. Attach Scenario to Bid round

4. Close the Bid round

5. Set bid publish status For all Bids to 'Yes' in Scenario.

6. Change Bid publish status to 'Yes' in Scenario.

7. Solve Scenario.
See that the solution is not created immediately but after a time delay
