DB Upgrade Fails With ORA-04021 Error (Doc ID 1105014.1)

Goal

After a DB upgrade, the instructions ask for running the run_patch.sql. In some cases, this fails and an error similar to this one is received:

CREATE OR REPLACE PACKAGE Vpd AS

ERROR at line 1:
ORA-04021: timeout occurred while waiting to lock object
