Symptoms
On OTM Version 6.1, Find that performing a RIQ for a Rate that is commodity based results in the RIQ not returning results
EXPECTED BEHAVIOR

Expect that the commodity based Rate is returned in RIQ
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. set up commodity based Rate
2. Perform a RIQ with that commodity and see that the rate does not return any results
