Sales Order Does Not Re-price After Mass Change On Request Date and Pricing Date

Symptoms
Find while doing mass change on the order lines, changing the price list,
not all of the order lines being repriced.
Manually repricing the order line works.
Query output on oe_order_lines_all shows the same value of PRICING_DATE,
and some of the lines has no value in UNIT_SELLING_PRICE, UNIT_LIST_PRICE.
EXPECTED BEHAVIOR

Expect all of the order lines to be repriced when using Mass Change.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench, Order Organizer form, query the order >
3. Tools > Mass Change > go to Pricing tab > input primary pricelist (e.g. ECEUR or ECENG, etc.), then execute the mass change.
4. the problem is that the trigger to "reprice" the lines is not happening after the mass change is executed (copying the new primary pricelist to all lines).
Note that the "Primary" pricelist value is the pricelist visible on the lines after executing the mass change with no customer sell prices
(vs. the secondary list and new sell pricing which should show if re-pricing properly defaulted in).
WORKAROUNDS
===========
The workaround is to manually reprice the order line by using > Actions > Price Order.

The issue has the following business impact:
Due to this issue, users cannot reprice the order lines when using Mass Change.
