Service Providere Users are not Being Created When Service Providers are Created via Integration (Doc ID 1111139.1)

Symptoms

On OTM Version 6.1, Find that service provider users are not getting created when service providers are integrated from EBS to OTM using the Carrier Synchronization program.

EXPECTED BEHAVIOR

Expect that the service provideer users are created automatically

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Send in a Location XML with attributes such that it creates service providers as well in OTM
2. Then try to log on to OTM using a login ID of the format - SERVPROV.<Domain Name of Service Provider>-<Service Provider ID>
3. See that the log in fails. When checking the GL_USER table, no user ID is created as above
