Unable to Build Multistop Shipments From Order Movements

Symptoms
When attempting to build Multi-stop shipments, an error is received where their is an issue with the leg position. the following error occurs.
ERROR

Selected order movements do not have same original leg, can not build multi-stop shipment
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create OMs from each order using different itineraries.
2. Order Movement 1 and Order Movement 2
3. Set the Parameter: ALLOW DIFF ORIG LEG GID OMS CONSOLIDATE set to TRUE
4. Take the 2 OMs and try to build a multi-stop shipment, the action fails:
Error: Selected order movements do not have same original leg, can not build multistop shipment.
