Quote Object:Error While Creating Spot Rate

Symptoms
On OTM Version 6.0.4, When attempting to create Quote cost option using manually add cost option,
the following error occurs.
ERROR

Error message, at the time when application tries to bring rates from spot rate to quote “cost option”.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Step 1: In Quote “Cost option” click button “Manually add cost option”/
Refer screen above, In cost option click button “Create Spot Rate”.
Step 2: Spot Rate screen where enter location details and create a spot rate record.
Please note “Quote” check box is a possible error reason.
Step 3: A spot rate record is created as highlighted in box.
Step 4: Click button “Rate” next to create spot rate button.
Step 5: Error message, at the time when application tries to bring rates from spot rate to quote “cost option”.
