Symptoms
When a Multi-Leg Itinerary is used to create multiple shipments, where there includes a Vessel Shipment, there is a long gap between the end of the first shipment and the start of the second shipment.
EXPECTED BEHAVIOR

Expect the time between the two shipments to be minimized.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Multi-Leg Itinerary that includes a Vessel Leg
2. Plan an Order Release so multiple shipments are created.
3. Note that there is a time gap between the first shipment and the second.
