BI Publisher Report in OTM 6.0 not Passing Parameter Values from Custom Report to Custom Package (Doc ID 1116640.1)

Symptoms

On OTM Version 6.0.4,Find that a report configured to work with a custom package that checks for the user entered report paramater value does not take the user entered value into consideration and returns all records instead of just the one record being queried
However the same report works directly on the BI Publisher

Expect that the Report works with a custom package that checks for the parameter entered

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a custom database package to check for the parameter value entered in a report
2. Use this package in a query template to query for invoice records
3. Set up the report in OTM with the query template and run the report with in OTM
4. When running the report in OTM, all invoice records are returned instead of the report showing only the record that is queried
