Requisition Workflow Approval Ends With User-Defined Exception at 'Update Approval List Response' Activity (Doc ID 1128386.1)

Symptoms

When preparer is terminated, approver cannot be skipped in the approval hierarchy as the requisition get stuck at status "In Process". Requisition workflow approval ends with error at activity "Update Approval List Response" with the following error.

STEPS

The issue can be reproduced at will with the following steps:
1. Preparer creates requisition and saves it. Requisition is at status incomplete
2. In Human Resources responsibility,  employee record for the preparer is terminated
3. User A approves and forwards the requisition to user B.
4. User B opens the notification to approve the requisition
5. User B approves and forwards the requisition to Approver 2.
6. Requisition is stuck at status In Process with error.
