Javax/Wsdl/Wsdlexception Error When Creating Web Service (Doc ID 1128554.1)

Symptoms

When trying to create a web service, a javax/wsdl/WSDLException error is thrown.

Navigate to Business Process Automation -> Communication Management -> Web Service -> New
Select a WSDL Document (which was created through the BPEL wsdl process) and click the Service Details button.
The javax wsdl WSDLException error will be thrown.

Changing the .xml to .wsdl doesn't resolve the problem.
