Eligibility Profiles Do Not Allow Performance Plans to be Administered Across Business Groups (Doc ID 1132535.1)

Goal

Begin with Oracle Performance Management Version 12.1.2, there is the ability to utilize Eligibility Profiles to restrict participation in a Performance Management Plan  (PMP) to certain criterion.

However, when Eligibility Profiles are attached to the Appraisal and Plan, the Plan is restricted to the particular Business Group in which the Eligibility Profile is housed.

If there is a Reporting Hierarchy across Business Groups, the plan structure does not remain intact.

Is this the intended functionality with performance management plans as most organizations have some reporting structure across Business Groups and need the Eligibility Profile as well.

Can you confirm if there is a way to correct this issue?

Example:

CEO is in Business group A

Direct report is in business group B

Eligibility profile is in businessgroup B

CEO cannot complete appraisal for direct report as the eligibility profile makes the CEO ineligible for the plan.
