OMD Agent Deletes Total Actual Cost. (Doc ID 1137248.1)

Symptoms

On OTM Version 6.0.4, find that the Total Actual Cost of the Shipment gets changed after an OMD Agent is triggered on a Shipment whose cost was entered manually with the Cost Fixed flag ticked
However, the manually entered Base Cost is retained.

EXPECTED BEHAVIOR

Expect that the Total Actual Cost is not reset after the execution of an OMD Agent

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up an OMD agent to listen for Order Modification that triggers Order Release MOD - Edit Shipment action
2. Plan an order on to a shipment such that there is no cost/rate associated with the planning
3. Edit the Shipment Cost and set a cost with the cost fixed flag ticked and save the cost and click finished to save the shipment. Re-check the shipment to see that the Total Actual Cost and Base cost reflects what the user entered
4. Then modify the associated order release to trigger the OMD agent and see that the Total Actual Cost is reset to 0 while the Base Cost still remains
