Declared Value's Currency Unit Of Measure (UOM) in the Quote Screen is not Keeping the Correct UOM (Doc ID 1138033.1)

Symptoms

On OTM version 6.1.1 the Quote screen is not keeping the entered Declared value's currency UOM and is not falling back to use the Currency preference.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Navigate to Configuration and Administration > User Configuration > Screen Set Manager > Copy the Quote screen set.
2- Navigate to Configuration and Administration > User Configuration > Manager Layout > Copy the Quote Manger Layout > check the "As Entered" check box on the "Identification" tab.
3- Assign the custom manager layout to the custom screen set under the General tab.
4- Set the Currency User Preference to EUR for instance.
5- Query on the custom quote screenset.
6- Edit and go to the quote request tab.
7- Under the shipping information section, fill in the Declared Value with EUR UOM.
8- Click save next to the record, the value will save correctly with EUR.
9- Edit the shipping information record, click save and note the value saved shows USD this time and not EUR.
