Contract Category Not Available in the LOV While Creating New Contracts (Doc ID 1143677.1)

Find that in the Service Authoring form, when attempting to use a custom (or sometimes even a seeded Service Contracts responsibility) to create a Service Contract, the Contract Category LOV does not contain the desired contract category.

FRM-41830: List of Values contains no entries

Steps to Reproduce
1. Using a Service Contracts Manager responsibility.
2. Navigate: Contract Administration > Launch Pad.
3. On the Launchpad, select: Tools > New from the menu.
4. Find that the desired Category does not display in the LOV.
