R12 QPXPRMLS Modifier Product Attribute Value Cannot Be Updated After Message "Please enter required information - Product Attribute/Product Attribute Value" (Doc ID 1148602.1)

Symptoms

On : 12.0.6 version, Modifiers Setup only

When attempting to save a modifier line with product attribute entered (All Items)
but leaving the product attribute value null, the following note occurs.

NOTE

Please enter required information - Product Attribute/Product
Attribute Value.
Received transaction saved message
FRM-40400: Transaction complete: 1 records applied and saved

Received the following error when attempting to enter the Product Attribute Value of 'ALL'.

ERROR

APP-QP-225712: You cannot change the value.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Pricing Manager
2. Navigate to: Modifiers > Modifier Setup
3. Enter Modifier header or query existing modifier
4. Enter a modifier line with product attribute = All Items
    and leaving product attribute value null.
5. Upon saving, warning note is shown, but attempt to update the product attribute value is not successful.

BUSINESS IMPACT

The issue has the following business impact:
Discount is not being collected with this issue, would like code fix to prevent this issue from
occurring in the future. The record should not save to the database without a value being
entered into this field.
