Why Is The Debrief Stuck In 'Pending' Status?

Note that when performing a debrief the lines appear to be stuck in the 'Pending' status and 'CSF update debrief lines' program is not triggered.
1, Login to the Oracle Applications.
2. R) Field Service Manager --> Create SR and task.
3. Click on Debrief and enter a material debrief for an item.
4. Save and change the status to "Completed".
The Debrief status is set to Pending and gets stuck there.
