Symptoms
When attempting to edit a rate record or creating a new one to use a Region, the following error occurs on saving the record..
ERROR

Failed to create valid lanes. Please validate the rate record’s source and destination geo hierarchy.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select and edit a rate record (or create a new one)
2. Use a region as the Source/Dest Geography
3. Try to save the rate record.
