MOAC Responsibility Showing Errors ORA-00060 And ORA-20001 (Doc ID 1164856.1)

Symptoms

On R12.0.6, when logging to Oracle Applications, and navigating to applet-based form the following error message is displayed:

Oracle error -20001: ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, MO_GLOBAL.INIT, N, ERRNO, -20001, N, REASON,
ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, MO_GLOBAL.SET_ORG_ACCESS, N, ERRNO, -20001, N, REASON,
ORA-20001: Oracle error -20001: ORA-20001:SQL_PLSQL_ERROR: N, ROUTINE, MO_GLOBAL.INIT, N, ERRNO, -2001, N, REASON,
ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, MO_GLOBAL.SET_ORG_ACCESS, N, ERRNO, -20001, N, REASON,
ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE,
ORA-00060: deadlock detected while waiting for resource has been detected in fnd_global.initialize[fnd_init_sql has been detected in fnd_global.initialize[fnd_init_sql].

The issue occurs for versions lower than 120.21.12000000.17 of the file AFSCGBLB.pls.
