Pre-Tax Deduction Processing Priority Issue

Symptoms
A Pre-Tax Deduction element, with a higher processing priority number, is processing before a Pre-Tax deduction with a lower Processing Priority number.
Example:
Element 403B PRETAX, with Processing Priority = 3750, processed before Element 403B PRETAX with Processing Priority = 3650
Entry Values screen
Element Name = 403B PRETAX
Amount = 3000.00
Processing Priority = 3650 [ 1 entered in box to right]
Element Name = 403B PRETAX
Amount = 4500.00
Processing Priority = 3750 [ 2 entered in box to right]
SOE
Gross Pay = 3027.82
Pre-Tax Deductions = 2800.42
Tax Deductions = 225.59
NET PAY = 0.00
403B PRETAX = 0.00
403B PRETAX = 2694.09
EMP DENTL PRE = 5.63
EMP PPO PRE = 100.70
